Guyana to host the 28th Session of the Latin American and Caribbean Forestry Commission

At the kind invitation of the Government of Guyana, the 28th Session of the Latin American and Caribbean Forestry Commission (LACFC) will be held in Georgetown, from 9 to 13 September, 2013 at the Guyana International Conference Center (GICC). Over 80 delegates from Latin America and the Caribbean region, including a number of high level representatives of several United Nations agencies and international, intergovernmental and non-governmental organizations are expected to attend.

Some of the high level delegates who are expected to attend are: Mr. Eduardo Rojas, the Assistant Director General of the Forestry Department of FAO; Mr. Arial Lugo Alvarez Director of the International Institute of Tropical Forestry of the USDA Forest Service; Dr. Felician Bakamaza, Chairman of the Committee on Forestry and Director of Forestry and Beekeeping, Ministry of Natural Resources and Tourism, Tanzania; Mr. Guillermo Mayorga, of the German International Aid Agency; Mr. Octavio Carrasquilla, Chief Executive Officer of the Environment and Climate Change, Corporacion Andina de Fomento; Ms. Jan Mc Alpine, Director of the UN Forum on Forests Secretariat and Mr Manual Guariguata, of the Centre for International Forestry Research.

What is the LACFC?

The Latin American and Caribbean Forestry Commission (LACFC) serves as a forum for countries to analyze important regional forestry issues and to exchange knowledge and expertise. It meets every two years. The last session was held in 2012 in Paraguay.

Based on national and regional priorities, the mandate of the LACFC is to advise FAO on the forestry programme to be developed in the Region. This includes the formulation of policies for the sustainable management of forests and wildlife and to analyze, facilitate and coordinate their execution at a regional level. In addition, the Commission aids in the exchange of information and, through special bodies such as technical cooperation networks, advises on suitable practices and actions with regard to technical problems and makes appropriate recommendations in relation to these matters.

The Commission also establishes mechanisms to strengthen cooperation between FAO Regional Offices and Headquarters and countries in the region on issues pertaining to forestry, so that countries can guide FAO in the creation and implementation of regional and global forestry programmes.

During the last LACFC meeting in 2012, emphasis was placed on the importance of effective forest governability in order to prevent deforestation and the illegal logging of forests and to improve conditions for sustainable forest development

FAO’s work in Guyana in the area of forestry

FAO over the past four years has been providing assistance to the Forestry Sector and the Government of Guyana through a number of initiatives under the African Caribbean Pacific/European Union Forest Law Enforcement Governance and Trade Programme (ACP EU-FLEGT) Support Programme. The ACP-FLEGT support Programme is funded by the EU and implemented and managed through FAO in support of the implementation of the EU-FLEGT Action Plan by improving forest governance, providing technical assistance and building capacity through funding projects in ACP countries.

Guyana has thus far benefitted from over GY$ 40 million in funding to support to building capacity within the Guyanese forestry sector to meet European Union’s Forest Law Enforcement Governance and Trade (FLEGT) Due Diligence requirement, foster greater stakeholder participation in two key areas of policy and operation within the forest sector: EU FLEGT and Voluntary Partnership Agreement (VPA) issues the National Log Export Policy and to support the execution of EU FLEGT Roadmap for Negotiations towards the VPA.
